200KB is stricter than 500KB, looser than 100KB
500KB is the attachment and blog-image neighborhood. Faces and posters usually survive on quality alone. 200KB is the form wall: teaching-certification uploads, college English tests in China, graduate-school photos, and a long list of job boards. You should expect a resize on busy camera photos.
100KB and below is a different job (avatars, older CMS, some ID-adjacent portals). Those files almost always need a small pixel box first. This page will not pretend 200KB and 100KB are the same story.
Aim near 190KB if the form is picky
Some servers count 200×1000 bytes. A file that Windows calls 196KB can still be rejected. Tick “stay 5% under” or type 190. Do not keep re-uploading the 201KB export and hoping the portal rounds down.

This tool only does file size. It does not crop to 33×48mm or 413×626px. Crop in another app if the form listed pixels, then come back for the kilobytes.
